Public entities lacked integrated digital transformation capabilities, with no standardized methodologies or sufficient technical capacity to implement enterprise architecture initiatives. As a result, digital transformation efforts were fragmented, policies were inconsistently applied, and the delivery of digital public services remained inefficient and disjointed.

Root Causes
These challenges stemmed from the absence of training and certification programs in enterprise architecture, the lack of technological tools and methodologies adapted to the national context, fragmentation across entities and levels of government, and budget constraints that limited institutional capacity-building efforts.
Solution
A national initiative was launched to strengthen enterprise architecture capabilities across public entities through the creation of a Virtual Academy of Enterprise Architecture to train and certify public officials. This effort was complemented by the development of diagnostic tools, project management platforms, and virtual consulting environments, as well as the adoption of a standardized national enterprise architecture framework. The program was supported by the implementation of modern technologies including business intelligence, microservices, cloud computing, CI/CD pipelines, and digital security practices to ensure scalability and sustainability.
